you cant unlock it, but you can play it. go to the port and to the left. there go on a roof. On the roof there should be a sparkling skull. blow it up. there should be a red hat (extra toggle). Buy it. Go back to the Stranger Tides levels, make sure you put extra toggle on. you have 2 choices of level: the fountain of youth, and white cap bay. extra toggle is on so you should press 1 or 2 and go through your curators. You should find the blond mermaid. Those 2 levels are the only two you can play her with. i haven't finished the game so I'm not 100% sure you cant unlock her. hope you have fun playing with her. :)
