How do you unlock puzzle mode in Plants vs Zombies?

Beat the Adventure mode. Then you can now unlock mibi-games mode.

One way to beat this level:

You will need:

Repeater, Gatling Pea, Torchwood, Tangle Kelp.

In the first two rows (including water -- you will need to put down lili pads first), place repeaters. Add Gatling pea shooters to Second Row.

In the third row, place torchwoods.

Any extra sunshine use to place Tangle Kelp in the water.
