How do you unlock rosilina in mariokart Wii?

There are 2 ways to unlock Rosalina...

1) Buy the original Mario Kart Galaxy. Then, create a saved file. Later, play 50 races of any kind.

2) Attain 1+ stars on all Mirror Cup Mode races.

Without all the achievements, if you have Super Mario Galaxy, play it once, she should be imported to your Mario Kart Wii profile.

With achievements, attain at least 1 Star Rank for all Mirror Grand Prix Cup.

Either of those two things should unlock her.

Well, you could buy Super Mario Galaxy and save a file OR unlock mirror mode and get a star rank or better in all courses INCLUDING leaf cup, lightning cup, star cup and special cup!

You can't because their is no Baby Rosalina, only her adult form. I don't think Nintendo will make her into a bay form.
