You can't go to the moon on Pokemon Emerald. This was a false rumour spread to troll noobs, making them waste their time to try and get to the moon to get Jirachi or Deoxys. There is no map data for a moon coded into the game.

As for Jirachi and Deoxys, there were/are various ways of obtaining them. Firstly there were events, but those are all over for the Gen III games. (And have been for some time! Hopefully, Black and White version events should pick up soon, and we can get those!)

Jirachi may be obtained from Pokemon Channel after unlocking the Pichu Bros. section. (In the EU and Australia.) I believe Pokemon Box had a copy for US citizens.

Deoxys, however, is not so readily available. If cheated onto a game by use of an encounter code, he will not obey the player. However, in Firered, Leafgreen and Emerald (Ironically, however, not in Ruby and Sapphire) there is an event called the Aurora ticket to get him. This will take you to Birth Island; you can either teleport straight there, or cheat to get the ticket, whatever floats your boat.

First you catch Latias, then level it to 67 and talk to the guy looking out the window in the space center. He should say "Thats successful launch number 67. You can get on the next one if you hurry." Then the screen will go black for about 2 seconds and you'll be on the moon. This is where you can catch Deoxys and after this you can't come back so I would try to catch it, hope you have a master ball. Hope I helped.
