It is not currently possible to upgrade your grappling hook in Just Cause 2. Future updates or downloads may bring this in the future.

I am just in the midst of this step but I think that once you have the grappling bowtie and you're getting kicked off a building you should just keep clicking to try to get the grappling bowtie to hook on to something. I hope that will help. It hasn't helped me yet but I've only tried it once.
