How do you use cheats in Call of Duty modern warfare 2?

First you have to complete the game in any mode (Recruit, Regular and so on.)

Then after that you should start up a mission. To do this click select mission, then click a part of the game. And now to the end. When in game press escape on your keyboard. And on the menu there you should see cheats. Click it, then enable / disable (Turn on / Turn off) the cheats you desire. Hope this helped.

Well first, you have to complete the game, and then when you complete it, start the game again and when your playing the game, press pause, go on options, then cheats, and when a certain amount of Intel (The laptops) are collected, you unlock a cheat, and when you enable it the cheat is on, and if you enable a cheat you won't be able to unlock achievements.
