If you're talking about using rockets like the stinger then you aim down the sight at a vehicle (eg, UAV or Pavelow) then you should hear a beep. When it beeps repeatedly with close together beeps then you're locked on. This only works on vehicles though, you can't use it on people.
If you're not talking about rockets then there isn't really a lock on except if you aim down your sights while aiming close to someone your aim will automatically snap to them. That's the closes lock-on you can get for normal guns.
