It is on the back of the lunar rover. To use it, click it and carry the hook to where you need it.

The winch is already on the rover. To move the meteor, and later some rocks, click the winch hook and carry it to where you want to use it.
There is a winch attached to the rear of the lunar rover, and you will use it twice. Click on the hook and carry it to where it is needed. The winch is NOT used with the Geiger Counter (delicate equipment) -- push over one of the steel beams to act as a ramp to the rover.
You don't use one on the Purple Monolith. Use the rover's winch as you did with the meteorite, to pull the surface rocks away.
When you reach the purple crystal, use the winch to pull it out of the ground. Follow the light beam it projects to where it crosses the other beam, and dig there.
Once you leave the main moon base, your first stop is the Research Station in the upper right of the map. You can use the winch to move the meteor from the airlock. You will have to use the pressure chamber to make yourself flat and enter the Infirmary, where you will find the locator device for Cdr. Salerno.
It is part of the Research Lab, just north (above) the main lunar base. You will find the Locator Device there. Drive there in the rover, pull away the meteor with the winch, and use the pressure chamber to squash you so you can slip past the boxes to the Infirmary door. Inside, grab the medi-hose and go straight up and left to the center hub, then back down and right to the maintenance area.
There is no electric saw on Lunar Colony. To enter the Infirmary at the Research Lab, climb to the top and use the pressure chamber to temporarily squash you down, then quickly slip past the boxes that are blocking the door. The exit from the Infirmary is in the maintenance area.
Climb to the top right side of the room and press the button that opens the sun shade. Use the reflectors located to the right and left to reflect the beam across and down to the solar panel on the rover.
After you chase her to the Rock lab, you can't find her again. When you use the Geiger Counter to find the Purple Artifact, she catches up to you.
