Loadouts are not available in Halo 3 but they are in Halo: REACH. Loadouts are chosen in halo reach by pressing the X button when you are killed in multiplayer matches, firefight and at the start of all multiplayer games.

In multi-player, you select your load-out just before each time you spawn. You can only choose the pre-determined load-outs, meaning you cannot select your weapons outside of a game. In single-player, the game chooses your loadout.
