How do you whistle someone on saints row 3?

I believe the only way is when you fail a mission by being wasted. They offer to take you back to the mission start point.

You can hail a taxi by moving to the end of the sidewalk, wait for a taxi to appear and press L1.

In Chinatown Wars, I think you hold down the "X" button (the one on top of these- "A", "B", "X", "Y")

You have to make it your compliment, then go up to someone and press the button to compliment.
