Wherever you want - if your reputation is highest with the Blood Elves (Silvermoon City) then go there but if you have more rep with another group you can get your mount cheaper there. To get a mount from somewhere other than you "birthplace" your rep has to be exalted; in you own it need only be friendly.
Any Night Elf that reaches level 20 can learn to ride in Darnassus and buy one of the cat mounts. To learn to ride the mounts of another faction, you first have to become of Exalted reputation with that faction.
