No the only PS3 consoles that play PS2 games are the early PS3 models with 4 USB ports as can be seen on the related link to the PlayStation Knowledge Center.
Only select PS1 titles can be played on any 2 USB port PS3. There are only 2 USB ports on all the PS3 slim modes, any 80 GB fat PS3 models produced after August 2008 or the 40 GB PS3

On the older model PS3 with 4 USB ports most games PS2 can be played, but not on PS3 consoles than have only 2 USB ports.

if you mean from a pc to a ps3 then when you have to do is put the files which you want on the ps3 onto a usb and then put the usb in one of the ps3 ports and the copy them into your data
