You're wrong. Once you get 25 hourglasses, you can just die in a fight or flee. That will take you to the Grim Reaper. There are now three options under his speech bubble, and you must click the 'give hourglasses' option. Now he will accept them and tell you that to catch the thief he will put a tracking device on an hourglass. You have to collect items for this device before he can make it.
