In both The Sims 2 or The Sims 3- what expansion packs you have doesn't matter- you can have unlimited kids, but you can only have 8 Sims living in the household at one time. That means that if you have a single mother living in a house, she can have only seven kids until someone moves out or dies.

However, if it's the father that you're playing as they can have unlimited kids as long as the mother(s) don't live in the same household. They can continue to have kids as the kids will be added to the mother's household not the father's, so they can have kids with that mother until her household is full, at which point it will be impossible for her to get pregnant.
