well its been a while since I've played that game but I'm pretty you need to get the seventh star in every level, (the one where you have to chase down shadow Mario) then delfino plaza should get flooded and you should be able to enter the volcano and take down bowser!!!
Complete episode 7 in every area.
It can technically last forever as long as Mario continously refills Fludd with water.

ive looked for that for days but i finally found it it is in the last level of the harbor episode eight over by where you first battle the squid guy
just beat the game. i beat it a couple of times, my last time was with 64 stars and i could go to the airstrip so yeah not really any amount of required stars
You cannot get 121 stars in Super Mario 64. You can accomplish every level; get every star (including the ones in the Bowser levels), but if you get the last star (by defeating Bowswer) it won't count for your total.There are only 120.
