That really depends on how you define an office and on what types of games you wish to make.

Simple games can be developed by one person using one computer. Total cost of the office being the tools that are required (One computer and a few pieces of specialized software). Depending on the software tools you need and the quality if the computer you are looking at $4,000 to $10,000 for a well equipped one person development office.

On the other hand if you are looking to create the latest AAA quality blockbuster games; you need office space, equipment, computers and software licenses for dozens if not hundreds of employees. On top of that is the question of renting office space or buying land and having a studio built. On top of that is staffing and salaries.

You could easily be looking at hundreds of thousands of dollars just in computer hardware, software development toolkits, modeling and painting software, networking equipment, furniture and various other needs. Once you've added in staff, artists and developers there are games which costs anywhere from 100 to 300 million dollars to develop.

The scale of the cost is going to depend on what you are trying to make. The range can be compared to movie making: Home movies cost you nothing more than a simple recording camera. Big budget Hollywood films can cost hundreds of millions. And than there is every level of budget in between from independents to major studios.
