You can really start whenever you want, but it depends on how serious you are.
If you are just beginning, try Scratch. It's like programming with Legos.
If you are a little more serious, try Visual Basic or GameMaker.
If you can already program with something like C or Python, then you are pretty much ready for serious video game production.
Now if you are asking about how old you need to be to be employed, then it is almost guaranteed you will need to be at least 18. You would probably start out as a game tester, then just move up from there.
Some 3rd parties that provide game testing for other companies may allow part time jobs, so check with your state's Department of Labor to find out the minimum age for work.

there are different ratings of games and you acn start at E.C. (it stands for early childhood) but if your really worried you might start at the age of 5-6 years old. sorry its so long. lol.
