First of all, sims 3 is very much advanced compared to Sims 2. The first thing you need to do is get on, go into building a house, or just go into buy mode. Then after your in buy mode, you need to go to mischellaneous, then click on the car, and then it will show you different types of cars you can purchase with simoleons.
If this does not work, then there is something probably wrong with your sims games. To fix it, just look into your documents, then EA games, then into SIMS 3, then into saved lots&houses, and if you don't have cars, then you just don't have cars. ON community centers, you can just TAKE A BUS.
