The only way to get to level 100 on a SKILL is to operate the skillcape, to get the skill cape you need level 99 on that skill.
If you want to get to level 100 so that when people scroll over they see that you are level 100, is to keep training attack, defence, and strength until you get to level 100 in combat. To check your combat level go to attack styles on your runescape tool bar, your combat level will be shown right above the attack styles.
