you can only migrate Pokemon to diamond once a day
The clock tower is in Diamond Plains, to the right of the section with the marshal's office and the saloon.

You probably have to migrate from your emerald game if you have one and then go to Pal park. Pal park is below sandgem town and to the right a little ways. but there could be some that dawn's sister or lucas's sister talks about on different days. she lives in sandgem town. hoped that helped!
Migrating Pokemon only happens after you beat the elite four. If you have a Pokemon Ruby, Sapphire, Emerald, Leaf Green or Fire Red cartridge in your gameboy, when you go to the opening screen in your Pokemon Diamond/Pearl version, there should be another link right above the Nintendo Wi-fi thingy. It should Migrate Pokemon from Ruby/Sapphire/Emerald/Leafgreen/Firered. you can then migrate Pokemon into your Pokemon Diamond and Pearl version. You can send six Pokemon at a time (no more, no less) once every twenty-four hours. To catch them, you have to go to pal park on route 221 (right below sandgem town) to catch them. You have to catch all six to keep them. You can't migrate more than six Pokemon into pal park at a time. Have fun at Pal Park!
You can trade it from Pokemon Emerald. In Pokemon Emerald, when you find Rayquaza, there is a small chance that it is shiny when you find it. Save the game right before you fight him and keep trying until it turns black. Then catch it and trade it to Pokemon Diamond.

Have Ruby, Sapphire, or Emerald. Then put it in your DS and go to the menu right after palkia is shining and press "migrate from..." and select makuhita and go to pal park to catch it.

The first clock is right twice per day. The other wont be right for years. (However, neither clock could be said to be 'efficient!'.)
In the beginning scene, go to the very right/horse farm. Tame the horse, who will become yours. Then go out of town and travel to Diamond Plains. You won't be able to fix it right away./
