When you enter the Persuade feature a box will appear that has the following actions listed on it: Admire, Intimidate, Taunt, Bribe 10 Gold, Bribe 100 Gold, Bribe 1,000 Gold. The Admire action puts your Speechcraft skill to the test. When you Admire someone and you succeed, their disposition toward should become more positive, and they'll like you more, therefore they'll give you more info when you want it. However, if you fail the Admire action, they'll start to hate you more. The Intimidate Action scares people into liking you, I think (I've never used it, so I'm not sure). This also uses the Speechcraft skill to determine your chances of success, just like every persuade action does. Taunting allows you to Taunt the NPC into attacking you. This way, if you want to pick a fight with someone you won't get into trouble by the guards since you're basically using self-defense. You'll know when someone is about to attack you because you taunted them because they'll say "That does it," and the only thing you'll be able to say is "Good-bye". The NPC will then attack you, and you can kill the person legally. The Bribe actions are the easiest to do, although they require money. Everyone on Vvardenfell likes money, and bribing them is an excellent way to get people to like you if you can't Admire people because your Speechcraft skill is too low. If you Bribe someone with 10 Gold, you have a low chance of success. If you bribe them with 100 Gold, you have a good chance of getting them to accept your money and ultimately start liking you more. Then if you give them 1,000 Gold they will almost always accept, but you'll lose 1K in the process. It's cheaper to just work your way up with 100 Gold Bribes. If you ever want your money back from Bribing people you can Taunt the person into attacking you, and then loot the money off their dead body.

Your speachcraft skill i believe helps the chance that they will accept your money. I have high speachcraft and i get the toughest nuts to crack with just 10-50 Drakes
All of "arena" is not as graphic as morrowind by quite alot. So everywhere you look morrowind is going to look better, but they are both fun.
