In Just Cause 2 all of the civilians and their cars have disappeared how do you get them back?
This is a common glitch with the game. First, you must be disconnected from xbox live. Then, gently tilt the xbox on it's side while the system is on, and it should respawn all the npcs. The key is turning it very gently.
Or, start a mission and then abort it. This should respawn civilians and vehicles back.
