First you need to unlock it in the Flab Zone. You can go here after consuming the food at the Grand Feast after you defeat Midbus in Bowser's Castle. Once you have the ability, press R. This will take you to two hammer symbols. Press R again. The button symbols will now change again, with a Spin Jump for Mario and a normal jump for Luigi. Press A. Mario will jump onto Luigi's shoulders. Press A again (or B to exit the move). The Mario Bros. will jump up and spin rapidly.
