You have to just keep fishing. There is only one place to fish in Cutopia . It might take a while though.
As soon as the float is pulled under snatch the rod and catch the Goby, be quick though - too slow and you'll get some other fish. (Charlotte_P)

Goby can be really a PEST, but here's the very good way to reel one in..
you may have noticed that the fishing spot & mining spot r right next too each other... Why? it helps to fish a little bit then, mine a little bit & keep doing it, eventually a get some goby's
Remember to fish in Cutopia :)
