After beating the ghost station campaign go to the small ship that takes you to the battledome (If you don't know what I mean it's the ship behind the blue circle pad that shows you your rank). Then a message will show up asking if you want to go to the control level or the battle arena. There you pick control level. Bottled Faeries are battledome equipment. Different faeries give different damage. The link below is to a page on a website with details on each different type of Faerie. The "level" on the side just means what power your neopet will have if they are equipped with that faerie, and are at that level. E.G: Air Faerie, your neopet is level 17. It will be able to use "Dive" and possibly all the other options.
