You can only do this online and the answer is to bring up the players board in freeroam which will give you a list of all the people playing on the map with you, then select as many people as you like by choosing the name and then sending a invite to posse request. You can have as many players as you like and you will need to run your own posse to unlock some of the achievements online. Be aware that just because you send an invite does not neccesarily mean that the person will accept so be wary of being shot in the back :\
