Dharoks set is used very much in pvp, or for monster killing.
The very nature of the set is that the player is at low hp for most of the time, so death is probable.
On death, the platebody, platelegs and weapon are protected instead of the helm (despite its high g.e. value)
This means there are less dh helms in the game (relative to dh bodies/legs/axe)
Basic Demand and Supply Economics means the price will go up, and this is why its a higher price.

You can buy almost everything in the G.E.(Grand Exchange) Black Armor most caost around 3k so try killing some cows for money. ☺ Answer: You can buy most things at the Grand Exchange, but black stuff is hard to get there. Better go to the specialized shops - there is a platebody shop, a platelegs shop, etc. - look it up on the map. Or just wait until you can use the next level of armour.

There is no way to make iron armor H3. The only way to get iron h3 is either buy it from G.E. (Grand Exchange) or either do a clue scroll.
