Yes. You can. But you must have an installed version of another Sims game that allows you to have pets on it.
Ex: I had the Sims 2 University for a while, and, when you go into 'Create a family' mode, the icon you click on to make a Sim had extra icons by it. One was 'Create Sim', 'Toddler', 'Dog', and 'Cat'. Of course though, I couldn't use the 'Create dog/cat' one because I didn't have any other games installed that had pets on it. Some time ago though I bought the Sims 2 Pets and installed it, and now I can create pets on Sims 2 University now as well as play Sims 2 pets regularly.
So, yes. You can, but an additional Sims game must be installed on your device (pc) if you have a Sims game you can't create pets on. Afterward, you should be able to have fun with as many pets as you'd like ^^
(P.S. If you just have the Sims 2 pets and no other Sims games that fine. It'll still work.)
