There is no Mt. Moon in Pokemon Sapphire. There are a two other mountains, however: Mt. Pyre, and Meteor Falls (it's similar to Mt. Moon).
There aren't any Pokemon on Mt. Pyre. There are Pokemon on the trail that leads from Mt. Pyre down to Lavaridge town. You can find Spoink, Numel, Zigzagoon, and possibly other Pokemon, but the only exlusive Pokemon to that trail is Spoink.

In Pokemon Sapphire, Shuppet, Duskull, Vulpix and Chimecho can all be found on Mount Pyre.
It is located in Mt. Ember on Island One after you beat the Pokemon league. The cave that the rockets were blocking before is open for exploration after talking to Celio about the ruby and sapphire. After you get both, you can trade Pokemon Firered and Leafgreen to Ruby,Sapphire,Emerald,Colossuem and XD.
Mt chimney is not on Pokemon diamond, pearl, or platinum. On D&PP it is mt coronet, mt chimney is on ruby, Sapphire and emerald.

To get to Lavaridge Town in Pokemon Sapphire you need to go through Mt. Chimney and the Jagged Pass. When you exit the Jagged Pass make sure you walk left into Lavaridge Town or you may fall down some ledges and be forced to go through again.
Mt. Pyre is located in Route 122 on Pokemon Ruby, Sapphire and Emerald. It can be accessed via Route 121 west of Lilycove City. You will need a Pokemon with the HM Surf in order to reach Mt.Pyre itself.
