Sadly no. Halos, the ringworlds of the game Halo, are based on the Known Universe stories by Science Fiction author Larry Niven: Ringworld (1970), The Ringworld Engineers (1979), The Ringworld Throne (1996), Ringworld's Children (2004), and Fleet of Worlds(2007). Niven developed the idea of an artificial world built in the optimal diameter of the Goldilocks Zone of a star system when he examined the idea of a Dyson Sphere and realized just how impossibly huge such a construction would be to use in a story. Halos and Ringworlds are totally fictitious.
Just for perspective:
Realistically, to build a Halo/Ringworld in Sol System would require more resources than are available in the entire system, including everything in the Kuiper belt and the Oort cloud.

As Lego Halo is not a real theme, try browsing the Internet for sites that may sell custom Lego Halo items. Sites like Firestar or eBay are good at selling Lego Halo.
