RuneScape has been a free game from the start. The paid membership is optional; you can play without it. It is not likely that the benefits of the paid membership will be free: that's where the company gets the money from, allowing others to play free. I don't think they would get enough income just from the advertising on their Web site, to maintain hundreds of servers, pay the salaries to maintain the game, etc.
