Assuming basic knowledge of English and motor skills, yes World of Warcraft is easy to lean. From level 1 on your will get abilities gradually, and quests occasionally challenge you to find new ways to use them.
There are (since Cataclysm) reasonably detailed tutorials and tooltips - and you will be warned when anything of importance has happened.
While easy to learn, this does not mean it's easy to master the game, as it does get fairly complicated at the maximum level, and you will have to learn what other classes and races can do as well.
