Well Zelda because she actually rules Hyrule and Peach doesn't really rule her kingdom very well. She always puts herself first and never tries to stick up for herself. While Zelda would sacrafice herself for her people. (and when Peach is in trouble she always screams for Mario) and also Zelda is way cooler because she can turn into shiek.
