Yes and no, the game is based off of a novel titled "Romance of the Three Kingdoms" which is somewhat based off of true events. So some of the people and/or events could be real but to say which ones are and aren't would be hard. I would assume being a bit of a writer myself that the characters names were changed and the people could have been exaggerated as well as events, but at the same time some things are too messed up to make up.

Actually, Dynasty Warriors is based on Chinese history, but some characters are actually thought to be unreal, such as Lu Bu.

Some are true and some are false. The idea came from a man who wrote Romamce of the Three Kingdoms. Which that book is mostly false.
