Contrary to popular belief, Lavender town is not an evil, scary place. You actually need to go their to save Mr. Fuji from Team Rocket in order to obtain the Pokeflute and to make Team Rocket go to the Silph Company in Saffron City. You need the Pokeflute to wake up Snorlax.
The town does have scary music, but that is because you catch ghost Pokemon there, so it needs to fit the mood for the Pokemon.
