The beta for modern warfare 2 is an invite only test of the new multiplayer. Usually consisting of only a few hundred people. I don't know the exact dates but i believe it is taking place sometime in september/october time.

Infinity Ward is only doing an internal Beta, not a public one (internal meaning IW and its business partners). Unless you work for them, Activision, or one of their partners, you can't get into it.
