but, it depends on the video game designers and who owns the company, because if u were to mod lets say,halo,and use your mods online in match making, u could be banned from xbox live, if u plan to use them for cheating that could happen more than if u were to use it just for fun,your welcome

It violates the Xbox LIVE Code of Conduct and will lead to a console ban. But if your asking is it against the law in the U.S. modding a controller isn't, but other countries have different laws.
