The NOOSE APC is like the Annihilator and Buzzard choppers, always has ammo. You will notice there is no counter for the ammunition.

I tried the boats in TBOGT, including a police launch, but I haven't found an armed one yet. You can do a drive by on any of the boats though, using the SMG.

Only in the DLC GTA4: TBoGT (The ballad of Gay Tony). It is called an 'APC' and is a NOoSE (National office of security enforcement, similar to homeland security) Tank and there is a Cheat code for it.
