Yes you get it when you are in mercer frey's house durring the thieves guild quest it is not an actual hood that you can wear it is a statue bust
Unfortunately, the Torturer's hood is unobtainable by the player. It is worn by a character called "Torturer" in Helgen Keep during the quest Unbound.
Yes, the Dark Brotherhood is in Skyrim. You can get information on who to contact about joining them from the first town you arrive at.
Talk with some innkeepers to learn of Aventus Arentino, a boy in Windhelm trying to contact the Dark Brotherhood. Visit him and he'll mistake you for a Dark Brotherhood assassin. Kill Greta the Kind for him in Riften, and after a while, a courier will approach you with a mysterious note that reads "WE KNOW" and is stamped with a bloody hand print. Sleep anywhere and you'll be kidnapped by Astrid, the leader of the Falkreath sanctuary. She tells you to kill one of the three captives and she'll let you go. Each one has an Executioner's Hood that you can loot when you kill one.
Join the dark brother hood and eventually you will get the blade of woe

No, light grey and fluro- no way.
There is a red handle under that steering wheel that you pull to pop that hood. On the front grill of the car a grey tab pops out, pull it out and pull the hood up at the same time. Once done, close hood and grey tab is no longer visible. Hope this helps =)
Skyrim, new game that just came back recently from the Elder Scrolls series If your a RPG fan, its very addictive. The arrow to the knee joke comes from a guard they call Whiterun Guard who says " I use to be a adventurer, then I took a arrow to the knee." Ofcourse the joke went spiral around the internet and some people use for everyday comments on Youtube such as a recent one I saw that said " I use to do Hood Rat stuff with my friends, then I took a arrow to the knee." or I use to take a arrow to the knee, now I just get punched in the face"
That there is a bird in your garage
An item of clothing not considered armor for the Thieves Guild in Skyrim is the "Thieves Guild Hood." This hood provides a stealthy appearance and is part of the Thieves Guild's standard attire, offering a bonus to sneaking but not classified as armor. It enhances the character's stealth capabilities while maintaining the guild's signature look.
pretty sure you'll have to make up the gear with individual parts, there isn't a place that sells full Skyrim gear costumes in one.. none that i've searched anyway. :)
Vigilants of Stendarr wear regular novice robes (self-enchanted or college robes), a hood, steel gauntlets, steel boots, and an amulet of Stendarr. They level up mostly in Restoration, with a touch of Alteration skills. Their inventory may include a torch, a low level knife (iron-steel-elven-dwarven), and one of the following books: The Book of the Daedra, Immortal Blood, Physicalities of Werewolves. They are extremely anti-Daedra, so if you want to be a die-hard-vigilant, then don't do any quests that involve siding with Daedra
