To do this, you need at least one normal weapon, and the Infinite Rocket Launcer.

At the begining of each chapter hit an enemy with any weapon once (any weapon other than the IRL) You can then fire away at anything with the Rocket Lancher, no matter if you hit or miss an enemy, and you will get 100% hit rate at the end of the chapter.

This happens because the game does not register the Rocket Launcher hits like the other weapons hits.

Here's my answer to you. DON'T CHEAT! It's not worth it at all especially with Resident Evil 4. It's one of the easiest games to follow through. If you get stuck, just use the map. It will show you where your destination is.

There's only a few weapons that actually become infinite. Here's the list of those infinite ammo weapons.

1. Chicago Typewriter (you can unlock this by beating Assignment Ada).

2. Infinite Rocket Launcher (you automatically gain access to this weapon after you beat the game).

3. Handcannon (you can unlock this by getting a five star ranking with everybody. The only thing is that you have to tune it up all the way and get the exclusive in order to get it to become infinite).

4. Plaga Removal Laser or PRL (you can unlock this by beating Separate Ways). Although this weapon is infinite, you have to charge it up all the way. Note that you can only get this weapon if you have Resident Evil 4 for the PlayStation 2 or Wii.
