Yes, you can. Here are the steps:

1. Make a family with two or more sims

2. Make only one of the sims die. (You have to have AT LEAST one sim left in your household)

3. about 5 sim days later, you will get a call from the science facility asking if you want to make your ghost sim playable.

4. put the gravestone or urn into your inventory and go down to the science place.

5. WALA!

6. Now you ghost sim can do anything a live sim can do.

Yes. If/when one of your Sims dies, you have the option of either keeping their ashes, burying them in your yard, or having their grave dug in the neighborhood graveyard. If you opt to keep the grave/ashes within your property, chances are you'll have to deal with ghosts, and trust me, the ghosts in the Sims are less scary and more prankster. They like to flood your bathrooms by needlessly flushing the toilet/turning on water faucets, and they like to run around and scare your other still living Sims by shouting "BOO!" in their faces or haunting them while they sleep, which can cause your Sim to become distressed/lose sleep. It can get really annoying, so you're probably better off having their grave set in the neighborhood graveyard if you want to continue playing on that house.
