This depends. If you haven't beaten the Elite Four yet, that's what you need to do. With your lv. 70 Rayquaza it is much easier. If you have already beaten the Elite Four, try the Battle Frontier. If you have already done that, try catching rare pokemon, like Regirock, Regiice, Registeel, Latios, ect. After you have done that, well, there's not much left to do.
