I find it is best to balance your game. Try to top out levels on everything that you can before you upgrade your town hall again. Max out everything from your spells to your walls, then do your town hall again. This might be a little slower, but it gives you a much more solid gaming foundation. When you get into upper levels, you are not as likely to get stomped as the players that rushed to get there.
