The starter pokemon for Pokemon Blue version are: Bulbasaur, Charmander, and Squirtle.
You have to battle blue. From there the game is technically done but you can get new starters such as Squirtle.
No matter what game of Pokemon you play to get all the starters you have to trade with the other versions.
Starters are intended to be rare, one-of-a-kind Pokemon. That's not to say there hasn't been a main series Pokemon game that has allowed you to get all of the starters, though - in Pokemon Yellow, you could get all three starters available at the time.

You can't catch a starter Pokemon. But to get all of the starters you can trade the Pokemon to another game and restart the game you were playing and get a different starter.
Choose it as a starter Pokemon. You can't find wild starters in any game. As an alternative, you can get a Bulbasaur in one game and trade it to your other game.
You start your game and get 1 starter then trade it. Then start the game again and pick a different starter. Do the same until you get all of the starters from Pokemon black and white.
