you need 2 do the battle tower at least once and then complete the sinnoh pokedex. then they will move away and you can get there.
hint: a strong lv. 70 Pokemon is up there but u need this wierd guy 2 get a magma stone. after u get 2 the top go 2 his house next 2 the Pokemon center in the survival area and talk 2 the wierd guy. he will say that he will return the magma stone and u head back 2 the top of stark mountain and the Pokemon will be there.
