If there was ever a movie that came close, it would be The Book Of Eli. The wastelands looked too similar and the story of the "blinding flash of light" seemed like 20 years after an explosion, where as Fallout 3 is 200 years later. There have been a number of other post-apocalyptic movies which either are loosely related to (and probably denied as being such) or remarkable similar in style and story.
