get a Pokemon that can walk on water, go 2 solar cave, get a key, find a door, use the key 2 unlock it, surf will be in an island in the middle.

i don't know abouthe blue but in red rescue tea its in solar cave 20floor you need key and a Pokemon that can go over water like:zapdos:moltrores:articuno. On blue you can get it some where in solar cave.

after you beat the petalburg gym, aka the 5th, wally's dad gives it to you he lives nex to the 5th gym

you get it after you beat your dad in the petalburg gym. then wally's dad takes you to his house and gives it to you
