You cannot get a frostwing anymore as of Feburary 2011. You may thank the hackers who hacked the game stealing hundreds of frostwings and other epic rare hybrid pets so therefore almost all epic rare pets that arent hybrids were erased from the game system so that hackers would not make a profit off of the epic rare pets. There are few epic rare pets left which are heavily behind Norton AntiHACK walls and have hack scanners around every corner. The chance on getting any of the epic rare pets is 0.00023%.
