You just download, extract (I use 7Zip for this, you'll need something for extracting WinZip files and RAR files), and place all downloaded content in your downloads folder. This can be found by going to wherever you have your "EA Games" folder. From there, it's EA Games > The Sims 2 > Downloads.

Be careful though. It's addictive (I have about 10G of custom content). And, some files can be corrupted because they're all made by random users. This can lead to hours of strenuous work trying to isolate a corrupted file.
