Depends on what kind of addons they are. You don't need Cataclysm for alot of them, though.
You have to find an addon first that is supported by cataclysm. Then once you have one you put it in the "Interface" folder in the world of warcraft folder. There will be a folder in Interface called "addons" thats where you put the addons. then before selecting your character when you are almost in game you need to click on manage addons in the bottom left corner and make sure they will be on. one good place to check out for addons is the curse addon site listed below.
Considering WoTLK is 18 GB Normal, i'd keep atleast 25 - 30 gb for catacylsm inclusive of addons

No, Cataclysm is currently still in Beta, although some aspects such as the UI have been released to the PTR for testing. This will be part of patch 4.0, before Cataclysm.

First and foremost, to become a Worgen, you need to have an account that is paid up to Cataclysm. If you did not purchase the Cataclysm expansion, then you can not be a Worgen.
If you have all of the previous expansions, you can log into your battle.net account, find your WoW game management and digitally upgrade to Cataclysm. Or you can buy the expansion pack at a store.
